Legally speaking, I’m not sure that’s a crime, but IANAL, obviously. :)
I wish there were more details than this. Obviously I’m glad to hear that the charges have been dropped but I’m wondering why exactly. In what sense could the essential elements referred to not be proved? Did he turn out to have one of the very rare DC licenses but did not have it with him at the time he went through the metal detector? Whose pistol was it, anyway?
No proof beyond a reasonable doubt that the elements of the offense were met.
