Richmond has had a great LPFM station (wrir.org) for the last 7 or so years. They started out as a pirate/unlicensed station but got their license in 2003 or 2004 (my wife was a DJ at the time they went official). The range is only about 5 or so miles from the center of Richmond, but that’s easily enough to cover the most populated areas of a city of that size.
Any idea what changed with the recent legislation?
