The General Assembly Futility Index.

Kenton Ngo has used Richmond Sunlight’s CSV vote export function to create The General Assembly Futility Index, which he describes as “the percentage of the 3000-odd votes [senators] cast that ended up on the wrong side of the rest of the body–voting aye on a bill that died, and voting nay on a bill that passed.” So you can see who is the farthest from the center. That’s Sens. Cuccinelli, Marsh, Martin, Obenshain and Whipple, as it turns out.
